Euthanasia Courses Completed

LSAV members recently successfully completed a series of animal euthanasia courses. These courses where conducted by Dr Tristan Jubb from Bendigo and covered a range of euthanasia options for saleyard staff to use when dealing with stock unfit for sale. The course included sheep and cattle options. A wide range of supporting documentation was also made available to participants and LSAV members. This course also received support from a number of animal welfare organizations.

A total of 4 courses where undertaken at Bendigo (two), Wycheproof and Horsham with 36 people receiving training. The feedback from members was very positive with many members able to receive a qualification for a task they had performed for many years. It was also useful for yards to consider their current euthanasia practices and a number of yards did update their protocols after attending the course.

LSAV intends to run additional courses in the future based on demand. These courses can also be available to other industry stakeholders.

Sheep and Goat RIS on RFID

Members are advised that at last weeks executive meeting the response to the above ABARE RIS was discussed. Based on our past position on Sheep RFID LSAV will be submitting a response that supports option 3 (Mandatory RFID with no exemptions).

The documentation for this response will be posted to members shortly.

Sheep RFID RIS

Please find attached an appendix from the recently released RIS by ABARE regarding the various options for future sheep traceability.

One of these options is an enhanced mob based movement. The rules for this are detailed below and would involve considerably more effort and cos at EVERY sheep sale.

ALPA Position

POSITION VACANT ALPA SOUTHERN REGIONAL MANAGER:
Ashley Copping our Southern Regional Manager in Melbourne has decided that the time has come for her to move on to a new challenge.

Ashley finishes on 30 December 2013.

We are now searching for someone to fill the role of Southern Regional Manager.
This diverse role offers a strong mix of administration and event coordination responsibilities.

The successful candidate will be instrumental in supporting the ALPA team in this position.

The position has become available in our Melbourne Office to commence approx mid-December.

There is some flexibility regarding the location of this position, although travel will be required within the Southern Region.

Euthanasia Rules

Tristan Jubb who has been undertaking the recent Euthanasia courses has provided teh following information regarding the current law related to animal euthanasia. Please note that these will be replaced with new laws once the Livestock Management Act comes into place.

Kerrie, Below is extract from Prevention of Cruelty to Animals Act 1986 re powers of saleyard superintendents. I have attached a copy of POCTA for reference.

24D Emergency powers of veterinary practitioners and

superintendents of saleyards

(1) A veterinary practitioner may, with any assistance

that is necessary, destroy any animal—

(a) that is behaving in such a manner and there

are such circumstances that the veterinary

practitioner reasonably believes that the

animal is likely to cause death or serious

injury to any person or another animal; or

(b) that is abandoned, distressed or disabled if

the veterinary practitioner reasonably

believes that the animal’s condition is such

that it would continue to suffer if it remained

alive.

(2) A superintendent of a saleyard may, with any

assistance that is necessary, destroy any animal in

any saleyard in the municipal district in respect of

which the superintendent is appointed—

(a) that is behaving in such a manner and there

are such circumstances that the

superintendent reasonably believes that the

animal is likely to cause death or serious

injury to any person or another animal; or

(b) that is abandoned, distressed or disabled if

the superintendent reasonably believes that

the animal’s condition is such that it would

continue to suffer if it remained alive.

(3) In this section, superintendent of a saleyard

means the person in charge of a livestock

saleyard.

 

24ZS Offences as to veterinary practitioners etc.

(1) A person must not assault, obstruct, hinder,

threaten, abuse, insult, intimidate or attempt to

obstruct or intimidate a veterinary practitioner or

superintendent of a saleyard (within the meaning

of section 24D) in the discharge of that

practitioner’s or superintendent’s powers under

this Part.

Penalty: 60 penalty units.

(2) A person must not contravene or fail to comply

with any direction or requirement of a veterinary

practitioner or superintendent of a saleyard

(within the meaning of section 24D) who is acting

in the discharge of that practitioner’s or

superintendent’s powers under this Part.

Penalty: 60 penalty units.
